We at the McDowell Sonoran Conservancy decided that rather than dealing with the complex distinction between resting and dormant that our observers should focus on the phrase "tightly closed and not actively growing".  The more often you observe the easier it will be to see the change. Suddenly the buds are swelling again! When the female flower is open look for the 3 branched translucent, cream colored pistil.
