How to report fruit ripeness for Salix nigra?

Would you report ripe fruit if the capsules have burst and white fluff is visible, or only if the seeds are actually beginning to disperse/float away?

I monitor three other Salix spp (laevigata, lasiolepsis, and exigua). For all of these, the instructions indicate that once the fruits split open to expose the seeds with white fluff, they're considered ripe. Hope this helps!
